To permanently authorize and improve the EB- 5 Visa Program.

Visas under this paragraph shall be made available to quali-
fied immigrants participating in a program
implementing this paragraph that involves
a regional center in the United States,
which has been designated by the Sec-
retary of Homeland Security, in consulta-
tion with the Secretary of Commerce, on
the basis of a general proposal for the pro-
motion of economic growth, including—
‘‘(I) increased export sales;
‘‘(II) improved regional produc-
tivity;
‘‘(III) job creation; or
‘(IV) increased domestic capital
investment.
