To modify the penalty payable in connection with an application for registered provisional immigrant status.

The Secretary shall establish a process for collecting pay-
ments required under clause (i) that—
‘‘(I) requires the alien to pay—
‘‘(aa) $500 prior to the ad-
judication of an application
under this subsection for reg-
istered provisional immigrant sta-
tus; and
the remaining $500
prior to an extension of status
under paragraph (9)(A)(ii); and
‘‘(II) allows for collection of the
amounts required under subclause (I)
in periodic installments as designated
by the Secretary.
